Background And Context
The Government of Iraq, through its National Development Plan (2024–2028), has identified the establishment of a National Public Works Programme as a vital measure to reduce poverty, enhance human development, create assets, and improve public services.
Thus, under the Building Equitable and Inclusive Transformation (BEIT) project, funded by the European Union and implemented by the International Labour Organization (ILO) in partnership with the United Nations Human Settlements Programme (UN-Habitat) and the International Trade Centre (ITC), the ILO has initiated technical cooperation to support the establishment of a National Public Works Programme. This programme is sector- focused and designed to leverage governmental investment funds to ensure sustainability of decent work opportunities while creating synergies with various social protection systems in order to advance national development and economic objectives.
During 2024 and 2025, the ILO made significant progress across several key areas: engaging relevant stakeholders through broad national policy and technical consultations to develop a comprehensive roadmap for the National Public Works Programme; establishing a governance structure, including a Steering Committee and Technical Working Group, to provide strategic and technical guidance for the programme’s design and implementation; strengthening national capacities at both technical and policymaking levels through training and study tours on international good practices and initiating the development of two operational guidelines with sectoral focus on infrastructure and green jobs.
The ILO is planning to conduct a one-day validation workshop for the Road Map Process Report, bringing together relevant stakeholders at both policymaking and technical levels. The workshop will provide a platform to present the final draft report, facilitate discussions on its key findings and recommendations, and collect feedback for validation. The process aims to strengthen government ownership, ensure alignment with national priorities and institutional frameworks, and build consensus among key stakeholders on the proposed roadmap. Furthermore, the workshop will initiate the formal process for consolidating and documenting stakeholders’ comments and recommendations, supporting the finalization of the Road Map Process Report as a critical milestone towards the launch and implementation of the National Public Works Programme.
Purpose For This Service
The Service Provider is responsible for providing comprehensive logistics, equipment, accommodation, catering, and event management services. The Provider shall act as a single point of contact, ensure seamless coordination, and manage all operational aspects including contingency planning.
Objective
The validation workshop aims to engage key national stakeholders in reviewing and validating the draft Road Map Process Report for the National Public Works Programme (NPWP). It will serve as a platform to strengthen government ownership, ensure alignment with national priorities, and build consensus on the proposed roadmap and next steps for implementation. It will also pave the way for:
- Present the final draft of the National Public Works Programme (NPWP) Road Map Process Report, including its key findings, recommendations, and proposed implementation pathways.
- Validate the report through structured discussions with relevant stakeholders at policymaking and technical levels, ensuring that the proposed roadmap reflects national priorities, institutional realities, and stakeholder perspectives.
- Strengthen government ownership of the NPWP by engaging the Steering Committee, Technical Working Group, and other relevant institutions in the review and validation process.
- Facilitate consensus-building among government entities, workers' and employers' organizations, and development partners on the strategic direction and key components of the NPWP.
- Collect and document technical comments, recommendations, and formal feedback to support the finalization of the Road Map Process Report.
- Initiate the process for formal endorsement of the roadmap and define the next steps towards the launch and implementation of the National Public Works Programme.

Description
The room should have bright/sufficient lightning. A few windows are allowed. The walls should be solid and straight to allow sticking posters, flipcharts, sticky notes and other pieces needed for the training. The venue management should be in agreement with posters, flip charts, sticky notes and other pieces to be stuck to the walls with sticky tape.

Conditions That Must Be Met In The Hall
Venue and Facility Management Requirements:
1- Venue Selection: Secure a hotel in Baghdad. The venue must be a 5 star hotel approved by UNDSS.
2- Main Room Specifications
- Capacity s Setup: Capacity for 60 pax; U-Shape setup; 3 Facilitator Tables (Front, Side, Back); Space for interpretation booths; 2 large screens or projection.
- Location: Conference Room must be on the ground floor or higher (not basement floor).
- Environment: The Hall should be sufficiently bright with good light and air conditions. Halls should have enough space for sitting, including a registration table at the entrance for each day.
- Connectivity: Fiber link with minimum speed of 32 MB, Backup internet line, and Free Wi- Fi internet connection in the training room.
- The hotel should have full considerations for disability access
3- Equipment And Materials
- AV s Electronics: The service provider shall arrange for fully functional electronic and audio-visual equipment (data shows, wireless microphones, audio systems, teleconference equipment, etc.) and a minimum of 5 Universal Adapters.
- Workshop Materials: Flipcharts with stands, whiteboard with paper, and markers. Pens and notepads per participant per day.
- Visibility: Conference materials such as banners and/or flags.
4- Support And Access
i. Access: The hall should have easy access to a minimum of 2 toilets.
ii. Signage: Meeting signage including company logo to guide guests.
iii. Breakout: 2 separate breakout areas (10 pax each) with flipcharts and whiteboards.
iv. The hotel should have full considerations for disability access
Service Provider Profile And Qualifications
- Experience: Minimum 5 years of experience in organizing high-level conferences, workshops, or trainings for international organizations (UN, NGOs) or government entities. Proven track record of managing events with simultaneous interpretation and complex logistics.
- Location: The services are to be delivered exclusively on-site in Baghdad. The Service Provider must have a physical presence or established operational capacity in Baghdad.

Payment
According to the ILO policy, the payments of services are performed 30 days after receipt of service. Payments will be made upon satisfactory receipt of service provider and services invoices.
Means of payment: the payment will be paid via wire transfer to the designated bank account of the service provider
Important Notes
The service provider will be billed to ILO based on the actual number of participants and service.
